Pass a public HTTPS PDF URL straight to Gemini 3.7 Flash with File(url=...), no download step.

External HTTPS file input has a 100 MB request ceiling, subject to model and file-type limits; keep PDF input within 50 MB. Pass public URLs directly without downloading first.
